Ka marrë përgjigje Me vendim te KPP nr. 641/2019 date 07.10.2019 dhe K.P.P. 93/2020 date 04.03.2020 Në datën 05.06.2019 autoriteti kontraktor ka zhvilluar fazën e parë të procedurës së mësipërme të prokurimit (shprehja e interesit), ku rezulton se kanë marrë pjesë operatorët ekonomikë: - Instituti i Konsulencës në Ndërtim “IKN” - Taulant - A&E Engineering - Archnet 360 - Nord –Comat - Klodioda - C.E.C Group - Gjeokonsult&Co - Infra Plan - Toeer Në datën 14.06.2019 është bërë klasifikimi i operatorëve ekonomikë pjesëmarrës, nga ku rezulton se në këtë fazë janë kualifikuar operatorët ekonomikë si më poshtë: Të kualifikuar - Instituti i Konsulencës në Ndërtim “IKN” - Taulant - A&E Engineering - Nord –Comat - Klodioda - Gjeokonsult&Co - Infra Plan Të skualifikuar - Archnet 360 - C.E.C Group - Tower Në datën 12.07.2019 është zhvilluar faza e dytë e procedurës së prokurimit për dorëzimin e propozime teknike dhe ekonomike. Operatorët pjesmarrës ishin si më poshtë: - Instituti i Konsulencës në Ndërtim “IKN” - Taulant - A&E Engineering - Nord –Comat - Klodioda - Gjeokonsult&Co - Infra Plan Janë skualifikuar operatorët ekonomikë të mëposhtëm: Perkatësisht për arsyet e mëposhtme: 1. Operatori Ekonomik ”Nord – Comat” ka paraqitur oferten ekonomike te perllogaritur per kohen e sherbimit 12 muaj (ps. Drejtuesi i projektit, njesia / Staf – muaj / sasia 100 %/ çmimi 200,000.00 leke x 12 muaj/vlera 2.400.000 leke) ne kete menyre eshte llogariture per te gjithe zerat e preventivit. Nese llogaritjet do te ishin bere per 24 muaj sipas kohes se sherbimit te kerkuar ne seksionin 2, piken 2.9 e Dokumentave standarte te tenderit vlera do te jete 4,800,000 leke , po keshtu per te gjitha zerat e tjere. Komisioni i Vleresimit te Ofertave refuzon oferten e paraqitur nga Nord – Comat pasi ka gabim ne kohezgjatjen e kontrates dhe nga korigjimet e bera rezulton gabimi me vlere absolute me e madh se 2 % . Gjithashtu nese llogaritet per 24 muaj vlera ne total kalon fondin limit. 2.Operatori ekonomik ”Klodioda” nuk ka paraqitur kohen e sherbimit te statfit konform kohes se kerkuar ne preventivin bashkelidhur Termave te References. Keshtu qe dhe oferta e paraqitur ne vlere nuk eshte e sakte. Komisioni i Vleresimit te ofertave refuzon oferten ekonomike te operatorit ekonomik ”Klodioda” 3. Komisioni i Vleresimit te Ofertave refuzon oferten ekonomike te bashkimit te operatoreve ekonomik “INFRA – PLAN” & “PNI- 2001”, pasi nuk ka paraqitur preventiv e detajuar te mbikqyrjes se punimeve, sipas formatit tepreventivit kerkuar ne Termave te References., 4. Bashkimi i operatoreve ekonomik “Instituti i Konsulences ne Ndertim” & “Geosat Group” eshte skualifikuar sipas vendimit 93/2020, date 04.03.2020 te Komisionit prokurimit Publik. |
