Moren pergjigje nga Autoriteti Kontraktor ne date 02-08-2017 per shoqerine Shpresa SHPK dhe 11-08-2017 per shoqerine Devis SHPK. Ankimimi ka vazhduar deri ne KPP, i cili eshte shprehur me vendim nr. 653 date 12-09-2017. Jane s’kualifikuar operotoret ekonomike te meposhtem: 1. Bashkimi i Operatoreve Ekonomike SHPRESA SHPK & Servizi Sanitari Integrati SRL: Nuk permbush kriteret e vecanta per kualifikim sipas DST-ve. a) Anetari i BOE “Shpresa” shpk nuk ploteson kerkesen per pune te ngjashme jo me te vogel se 40% e FL. b) Ne lidhje me mjetet paisjet: Servizi Sanitari Integrati ka paraqitur disa kontrata leasig te cilat nuk provojne pronesine e tij mbi keto mjete apo kontrata, pasi nisur nga afati i vlefshmerise se ketyre kontratave arrijme te kuptojme se pronesia mbi keto makineri ende nuk eshte e kesaj shoqerie dhe ne rast te mos pageses ato i kalojne entit financues, pra kjo shoqeri as nuk mund ti disponojë. 2.
