Nuk përmbush kriterin e percaktuar ne piken 2.3.3, te rubrikes 2.Kriteret e Vecanta te Kualifikimit, te percaktuara ne Shtojcen 11 te DST, ne te cilen percaktohet ”Shoqeria duhet te kete ne stafin e tij drejtues Inxhinier ne specialitetin perpunim i vendburimeve te naftes dhe gazit ne cilesine e drejtuesit teknik”.
