Shkurtimi lidhet gjithashtu me përfundimin e kontratës ekzistuese, kohën e nevojshme për përfundimin e procedurës së re dhe mundësinë e zgjatjes së saj për shkak të procedurave të ankimit. Për këtë arsye, autoriteti vlerëson se afati standard nuk mund të respektohet dhe aplikohet afati 15-ditor. |
