    Janë skualifikuar për arsye si më poshtë: 1. Operatori ekonomik “ABISSNET” sh.p.k, Nuk plotëson kriterin e vendosur në pikën 2.3.2 të DST-së i cili sanksinon: Operatori duhet te kete te punesuar jo me pak se 5 inxhiniere te pajisur me certifikate Cisco. Nuk plotëson kriterin e vendosur në pikën 2.3.5; 2.3.6; 2.3.7; 2.3.8; 2.3.11; 2.3.12; 2.3.13; 2.3.14; të DST-së.
    2. Operatori ekonomik “ABCOM” sh.p.k, Nuk plotëson kriterin e vendosur në pikën 2.3.14 i cili sanksinon: Te pakten 3 inxhiniere te paisur me certifikate CS PS Core Network Planning. Nuk plotëson kriterin e vendosur në pikën 2.3.5; 2.3.6; 2.3.7; 2.3.11; 2.3.12; 2.3.13; 2.3.14 të DST-së.
    3. Operatori ekonomik “4ALB” sh.p.k, Nuk ka paraqitur asnje dokumentacion për të provuar se ploteson Kriteret e Përgjithshme dhe të Veçanta të Pranimit/Kualifikimit të caktuara ne DST.
