Përkatësisht për arsyet e mëposhtme: Nga ky bashkim operatoresh mungon prokura e posacme, eshte sjelle vetem marreveshja midis operatoreve. Mungon Leje/Autorizim per tregtim karburanti. Nuk eshte plotesuar shtojca nr. 5. Operatori Salti Oil u terhoq nga nenshkrimi i kontrates.
