    1.Kapaciteti teknik pika 2.3.1 / pasi; nuk përmbush vlerën e punëve të ngjashme prej 40% të fondit limit, sepse nga të gjitha kontratat dhe faturat me sektorin privat të paraqitura nga OE, zera të ngjashëm kapin vlerën vetëm prej 2,672,834 lekësh.
    2.Kapaciteti teknik pika 2.3.2 / pasi; nuk ka paraqitur dy punonjësit drejtues mjeti ADR me dokumentacionin e kërkuar. Dhe në deklaratë sipas shtojcës nr.8, ka vetëm një punonjës shofer.
    3.Kapaciteti teknik pika 2.4.7/ pasi: OE nuk është paraqitur në datën dhe orën e përcaktuar për të qënë i pranishëm gjatë dërgimit të mostrave për analizim, sipas njoftimit të bërë në sistem.
