Ka pasur ankesa. Ka marrë përgjigje me shkresën Nr. 350/1 Prot, datë 12.04.2021. Nga Komisioni i prokurimit Publik me Vendim Nr. 638/1, datë 22.04.2021 me objekt “Urdhër për Pezullim Procedure”, pas ndryshimeve në DST është hequr nga pezullimi me vendim të KPP Nr. 229/4/2021. Janë Skualifikuar operatorët ekonomik: 1. ”MEDI-TEL” shpk, për këto arsye: - Nuk ploteson piken nr 3.1.4, Kapaciteti teknik, ku parashikohet se: Operatori ekonomik duhet te paraqese Akt Miratimin Higjeno –Sanitar per ambjentin ku jane instaluar impiantet ne perputhje me kerkesat e ligjit nr.7643, date 12.12.1992, “Për shëndetin publik dhe Inspektoratin Sanitar Shtetëror” me gjithe ndryshimet neni 10, ne Vendimin e Keshillit te Ministrave nr. Nr.798, datë 29.9.2010 “PËR MIRATIMIN E RREGULLORES “PËR ADMINISTRIMIN E MBETJEVE SPITALORE” me gjithe ndryshimet KREU IV nen titullin “Leja mjedisore dhe aktmiratimi higjieno-sanitar” - nuk ka paraqitur lejet mjedisore te Landfillit Integrated Technology BV SPV dhe te shoqerise Polyeco (te paisur me kodet e kerkuara), per depozitimin e produkteve finale te incenerimit dhe autoklavimit. - certefikatat e konformitetit (CE) e autoklaves ECODAS dhe inceneritorit ËFS 150, nuk eshte paraqitur origjinale apo fotokopje e noterizuar por nje kopje e perkthyer dhe vertetim nga noteri vetem per perkthimin dhe jo per njehsimin me origjinalin. 2. ”Eco Riciklim” shpk, për këto arsye: - nuk ka paraqitur lejen mjedisore te Landfilleve te shoqerive Albtek dhe Integrated Technology BV SPV per produktet finale te autoklavimit dhe incenerimit. - Gjate verifikimit ne SPE rezulton qe OE ne plotesim te kriterit mbi deklaratat dhe/ose certifikate konformiteti CE per seicilin impiant ka paraqitur dokumentacion jo origjinal apo fotokopje e noterizuar, sic parashikohet ne DST. 3. ”PURA –MEDICAL” shpk, për këto arsye: - nuk ka paraqitur Lejen Mjedisore te Landfillit per produktet finale te procesit te autoklavimit, ne Lejen Mjedisore te shoqerise Albtek, te paraqitur, duke qene se nuk rezultojne kodet e mbetjeve urbane por vetem te hirit. - Nuk eshte paraqitur nje dokument pronesie per inceneratorin WFS 30 , pasi Proforma Invoice nuk mund te konsiderohet fature e mirfillte blerjeje apo dokument fitimi pronesie. Nuk eshte paraqitur deklarate/certifikate konformiteti per autoklaven dhe inceneritorin WFS. - certifikatat e kontenitoreve te paraqitura nga OE, nuk jane origjinale apo fotokopje te noterizuara , dhe nuk disponon akt pronesie te kontenitoreve konform kerkesave te DST. |
