Janë Skualifikuar operatorët ekonomik: 1. “ICDQ Instituto de Certificacion SL and CAVALA GABINETE DE ASESORÍA EMPRESARIAL SL”, për këto arsye: - Bashkimi i Përkohshëm i Operatorëve ekonomik nuk plotëson kriterin e parashikuar në pikën 1 të kritereve të veçanta të kualifikimit, në të cilin parashikohet se ofertuesi duhet të paraqesë: Sigurimin e Ofertës, sipas Shtojcës 3 - Bashkimi i Përkohshëm i Operatorëve ekonomik nuk plotëson pikën 2.3.1, të kapacitetit teknik, pasi në dokumentacion e ngarkuar në SPE, operatorët ekonomik nuk dëshmojnë që të kenë realizuar shërbime te ngjashme në një vlerë sa 40 % e fondit limit që prokurohet. - Bashkimi i Përkohshëm i Operatorëve ekonomik kanë deklaruar në Formularin përmbledhës të vetëdeklarimit se parashikojnë nënkontraktim të shërbimeve dhe konkretisht te nënkontraktorët INECO dhe Secure & IT, në kundërshtim me pikën 2.15.1 të DST pasi në këtë procedure nuk parashikohet nënkontraktimi. 2.
