Përkatësisht për arsyet e mëposhtme: Operatori ekonomik nuk plotëson pikën 2.3.10 kapaciteti tenik ku kerkohet: Operatori ekonomik duhet të paraqesë në vendin dhe orën e përcaktuar për hapjen e ofertave në dokumentat e tenderit, mostra të të gjithë mallrave, objekt prokurimi. Mosparaqitja e mostrave përbën shkak për skualifikim. Gjithashtu mostrat do ti nënshtrohen provës së testimit. Mos kalimi i provës së testimit do të përbëjë shkak për skualifikim, pasi ne orën dhe datën e zhvillimit të tënderit nuk ka paraqitur artikujt nga nr. 2-5. 2.
