Ka pasur ankesa. Ka marre pergjigje me vendim te K.P.P. nr.761/2018 date 13.11.2018. Jane skualifikuar operatoret ekonomik si me poshte, per arsyet e meposhtme: 1. ENI/L & ZDRAVO : - Dokumentacioni i paraqitur nga shoqeria ENI/L SHPK dhe ZDRAVO SHPK per plotesimin e kriterit pune e ngjashme nuk eshte ne perputhje me objektin e prokurimit. Ne dokumentacionin e paraqitur nga te dyja keto shoqeri per permbushjen e ketij kriteri, ka shume zera te preventivit te cilat nuk perputhen me preventivin object prokurimi. - Nuk eshte paraqitur dokumentacioni i kerkuar per punetori te specializuar ne ndertim per: - pllakashtrues (2) dhe suvatues (2), sic eshte kerkuar ne DST. - Shoqeria ENI/L nuk ploteson kriterin per numrin e punonjesve te siguruar. Ne DST eshte kerkuar: Një punësim mesatar i të paktën 80 (tetedhjete) personave duke perfshire stafin e perhershem , për periudhën Janar – dhjetor 2017; Janar – qershor 2018. Ne dokumentacionin e paraqitur nga kjo shoqeri per permbushjen e ketij kriteri, ka shume zera te preventivit te cilat nuk perputhen me preventivin object prokurimi. - Ne kontraten e bashkepunimit, per bashkimin e perkohshem te dy shoqerive LLAZO SHPK dhe ALUERA SHPK, eshte shenuar gabim fondi limit per kete procedure prokurimi. - Per inxhinierin elektrik, pjese e stafit teknik te LLAZO SHPK nuk eshte paraqitur licenca dhe libreza e punes. - Nuk eshte paraqitur dokumentacioni i kerkuar per punetori te specializuar ne ndertim per: - saldator (1), sic eshte kerkuar ne DST. 4. AVDULI SHPK & BAHAS SHPK : - Nuk eshte paraqitur asnje dokument qe te provoje se pjese e stafit teknik te njeres nga dy shoqerite eshte arkitekti sic eshte kerkuar ne DST. - Per inxhinierin e mjedisit, nuk eshte paraqitur licenca dhe libreza e punes. - Nuk eshte paraqitur dokumentacioni i kerkuar per punetori te specializuar ne ndertim per: - bojaxhi (1), dhe mekanik (2) sic eshte kerkuar ne DST. - Nuk eshte paraqitur asnje nga dokumentat e kerkuar per te provuar disponimin e mjetit Bobcat (cope 1) sic eshte kerkuar ne DST. - Eshte paraqitur dokumentacion per skeleri 1000 m2 dhe jo 1500 m2 sic eshte kerkuar ne DST. 5. MELA SHPK & ALB-SHPRESA SHPK : - Shoqerite kane nenshkruar nje kontrate bashkepunimi per bashkim te perkohshem te shoqerive per dy objekte te ndryshme prokurimi: Rikonstruksion + shtese anesore ne shkollen 9 - vjecare fshati Shenepremte, Bashkia Divjake dhe Rikonstruksion + shtese anesore ne shkollen 9 - vjecare Hysi Malko , fshati Kryekuq, Bashkia Divjake cka bie ne kundershtim me Dispozitat e ligjit te prokurimit si edhe dokumentat standarte te tenderit. 7. AURORA KONSTRUKSION & ARKONSTUDIO : - Nuk eshte paraqitur asnje nga dokumentat e kerkuar per te provuar disponimin e mjetit Bobcat (cope 1) sic eshte kerkuar ne DST. - Nuk eshte paraqitur asnje nga dokumentat e kerkuar per te provuar disponimin e Motosaldatrice (cope 1) sic eshte kerkuar ne DST. - Shoqeria ARKONSTUDIO nuk ka paraqitur listepagesat dhe vertetim per numrin e punonjesve te siguruar per periudhen e kerkuar ne Dst. 8.
