a) Operatori Ekonomik nuk ka arritur te paraqese dokumentacion te plote dhe te sakte per te deshmuar plotesimin e te gjithe kerkesave per kualifikim sic kerkohen ne shtojca e DST, konkretisht kriterit te vecante te kualifikimit pika 2.3.4.
b) Operatorin ekonomik nuk ka arritur te deshmoje permbushjen e kriterit teknik kualifikues pika 2.3.5 te DST.
