Nuk ka permbushur piken 2.3.1 a dhe b dhe 2.3.2 sepse duhet kontrata te ngjashme ne lidhje objektin qe prokurohet qe eshte konretisht lyerja dhe zeri lerje ne te kontatat qe ka paraqitur nuk kalon as 10 % te vleres se objektit te kontrates qe prokurohet.
