Me shkresen nr.6228/1 prot date 14.05.2020 Autoriteti Kontraktor i ka kthyer pergjigje ankeses duke mos i marre parasysh pretendimet e shoqerise Delia Impex sh.p.k.
Kjo procedure prokurimi ka qene ne shqyrtim administrativ prane Komisionit te Prokurimit Publik icili me vendimin Nr. 185/2020 Prot, Datë 01.06.2020 vendosi 1. Të mos pranojë ankesën e paraqitur nga ankimuesi “Delia Impex”.
Ka ofertues te skualifikuar.
1. U skualifikua operatori ekonomik “ Delia Impex” shpk per keto arsye:
a) Bazuar ne te dhenat e Drejtorise se te Ardhurave ju keni detyrime te pashlyera ndaj Bashkise Shkoder.
2. U skualifikua operatori ekonomik “ALB KONSTRUKSION”shpk per keto arsye:
a. Shtojca nr.4 nuk eshte plotesuar sakte pasi nuk eshte shenuar emri i administratorit.
b. Shtojca e makinerive nuk eshte plotesuar sakte, pasi mjeti autobetoniere eshte marre me qera dhe tek shtojca eshte shenuar ne pronesi.
c. Teknikut te ndertimit i mungon diploma e shkolles.
3. U skualifikua operatori ekonomik “Nika” shpk per keto arsye:
a. Kamionit me targa SH 6271 E i mungon akti I kolaudimit.
b. Kamionit me targa AA103 LX I mungon fotoja.
c. Nuk dispononi kamion me peshe 10-15 tone.
4. U skualifikua operatori ekonomik “S.M.O. Union” shpk per keto arsye:
a. Bazuar ne te dhenat e Drejtorise se te Ardhurave ju keni detyrime te pashlyera ndaj
Bashkise Shkoder.
b. Deshmia e muratorit Ruzhdi Kraja e pa vulosur nga trupa certifikuese
c. Mungon certifikata e transportit per kamionin me targa SH5139D
d. Nuk keni paraqitur kamion me peshe 3.5-7 tone sipas kerkesave ne DST
5. U skualifikua operatori ekonomik “Karl Gega Konstruksion”sh.p.k. per keto arsye:
a. Ju nuk keni arritur të argumentoni cmimin e ofertuar pasi nuk e keni të mbështetur në
fakte e prova të tilla si fatura tatimore, fletë zhdoganimi, kontrata furnizimi, apo ndonjë
dokument tjetër, që të argumentojë kushtet apo elementët e favorshëm pse kjo ofertë e
dale anomalisht e ulët duhet të pranohet dhe se nuk krijon asnjë rrezik për mosrealizimin
me sukses të kontratës.Ju keni detyrimin.ligjor që të prezantoni me dokumentacion
provues zgjidhjet teknike dhe/ose ndonjë kusht favorizues që do të garantonin autoritetit
kontraktor për realizmin e punimeve.
b. Ne zerin e punimeve 3.25/a “Germim dheu kanal bordure” nga zberthimi I analizes se
cmimit dhe krahasimit me AN e Manualit te puneve te ndertimit ju keni parashikuar
mjet germimi qe nuk perfshihet ne kete analize pasi aty eshte parashikuar germim dheu
me krahe pasi kemi te bejme me punime ne varreza ku nuk lejohet perdorimi I ketij
mjeti germues. |
