Rrjedhimisht nese Administratori nuk eshte pronar por qeramarres I kesaj pasurie (selia) duhet qe FSHU Tirane te shprehej per kontraten me emer te pronarit te kesaj pasurie nese ka detyrime mbi energjine elektrike ose jo. Sipas LPP VKM 914, dhe DST cdo operator ekonomik pjesemarres ne procedure ne prokurimin public duhet te mos rezultoj me detyrime mbi energjine elektrike ne te kundert perben shkak per skualifikim.
