- Nuk permbush kriterin 2.3.2 i cili duhet te paraqese dokumentin e titulluar “Oferte Teknike”,kerkesat e te cilit duhet te plotesohen rigorozisht nga ofertuesi per te gjithe artikujt e listes.Mos plotesimi i ofertes teknike per nje ose disa produkte perben kusht per skualifikim.
