1. BOLV OIL sh.a, për këto arsye:
- Nuk plotëson pikën 2.3 pika c) Kapaciteti Teknik pasi operatori ekonomik ofertues BOLV OIL sh.a me NIPT K32528408H, rezulton që ka pasur shkelje administrative për Vitin 2020 të konstatuara nga Inspektoriati Shtetëror Teknik, ku janë nxjerrë dhe aktet adminisrative përkatëse të konstatimit të shkeljes. Operatori ekonomik Bolv-Oil sha e ka ankimuar në Gjykatë aktin administrativ por nuk ka paraqitur asnjë dokumentacion që vërteton pezullimin e efekteve të aktit administrativ sipas kërkesë padisë.
2. A&T sh.a, për këto arsye:
- nuk ka paraqitur licencë për tregtimin me shumicë (VIII.1.A për kategorinë III/Ç (Lëndë djegëse për përdorim termik civil dhe/ose industrial)\ ose tregëtimin me pakicë të karburanteve për përdorim nga konsumatorët fundorë, për lëndën djegëse sipas objektit te prokurimit, të lëshuar nga organet kompetente por vetëm Licensë Kodi VIII.1.A për kategorinë III/A “Tregtim me shumicë i Gazoil kategoria III/A” dhe jo për produktin e kërkuar në DST.
