    - oferta e paraqitur nga Operatori ekonomik “Besta” shpk është në kushtet e Ofertës Anomalisht të Ulët.
    2. “Albavia” shpk, për këto arsye:
    - nuk ka paraqitur ISO 50001-2011, cka bie ne kundershtim me DST, Kriteret e Vecanta te Kualifikimit, Kapaciteti teknik, pika 10, germa “d”.
    3. “Beqiri” shpk, për këto arsye:
    - ISO 50001-2011 nuk ështe e vlefshme, pasi ka skaduar me date 21.08.2021, cka bie ne kundershtim me DST, Kriteret e Vecanta te Kualifikimit, Kapaciteti teknik, pika 10, germa “d”.
    4. “Nika” shpk, për këto arsye:
    - Referuar Shtojcës 8, Operatori ekonomik ka deklaruar se disponon 1 (një) minieskavator, çka bie ne kundershtim me DST, Kriteret e Vecanta te Kualifikimit, Kapaciteti teknik, pika 11, ku përcaktohet se: “Operatori ekonomik duhet te disponoje 2 (dy) minieskavator me goma”.

    - referuar punëve të ngjashme, të cilat i përkasin infrastruktures rrugore, asnjëra nga objektet e paraqitura nuk ploteson DST, Kriteret e Vecanta te Kualifikimit, Kapaciteti Teknik, pika 1, gërma “a” me vlerën 34,800,286 lekë pa TVSH.
    6. “Kupa” shpk, për këto arsye:
    - nuk ka plotesuar kerkesat sipas shtojces 8, formularit permbledhes te vetdeklarimit pjesa II, deklarata A paragrafi I dyte ku specifikohet qe operatori ekonomik nuk eshte denuar per ndonje nga veprimtari profesionale…… pa plotesuasr adresa ueb-it, organi leshues dhe lloji i dokumentit.
    7. “Shendelli” shpk & “NG Structures” shpk, për këto arsye:
    - Referuar Shtojces 1, Formularit te ofertes ekonomike, rezulton se Bashkimi i Operatorëve ekonomik ka ndryshuar volumet e punimeve .
    8. “Albtiefbau” shpk, për këto arsye:
    - nuk ka deklaruar tekniket e ndertimit dhe manovratoret ne formularin e vetedeklarimit.
    9. “Ina” shpk, për këto arsye:
    - nuk ka plotesuar kerkesat sipas shtojces 8, formularit permbledhes te vetdeklarimit pjesa II, deklarata A paragrafi 2 dyte ku specifikohet qe operatori ekonomik nuk eshte denuar per ndonje nga veprat penale…… plotesuar gabim adresa ueb-it , organi leshues dhe lloji i dokumentit.
    10. “Aurora Konstruksion” shpk, për këto arsye:
    - nuk ka paraqitur Formularin e sigurimit të ofertës, çka bie në kundërshtim me DST, Kriteret e Veçanta të Kualifikimit, pika 1, gërma “b”.
    11. “Sterkaj” shpk & “Arjeil” shpk, për këto arsye:
    - nuk ka plotësuar pikën 6, Kategoria B, Deklarata për dorëzimin e ofertave të pavarura të Formularit Përmbledhës të Vetdeklarimit (Shtojca 8), çka bie në kundërshtim me DST, Kriteret e Veçanta të Kualifikimit, pika 1, gërma “c”.
