Procurement takes place with one single competitor. The Albanian law does allow for such procedures, but what such procedures often demonstrate, more than just lack of competition, is criteria and application deadlines that are obviously in favor of a certain company (clientelism). Such tenders deserve to be considered exposed to risk.

Budget: 36.7 million Euros Financed by: Council of Europe Development Bank (CEB), the Albanian Government and beneficiary LGUs, and the Western Balkan Investment Framework (WBIF). The sources of financing include 28.7 million Euros from CEB, a 1 million Euros grant from CEB Social Dividend Account (SDA), a contribution of 6 million Euros from the Government of Albania and the beneficiary LGUs, as well as a 1 million Euro grant from the WBIF for Alps Masterplan. It is foreseen that two thirds of the Program cost shall be invested in the South Coastline Area, and one third in the Albanian Alps. Timeline: Starts in 2015 and ends in 2019, a timeline of 5 years. The objective of the Community Works IV Project - "Development of the Albanian Alps and Seaside Area" is to promote a sustainable social and economic development in communities of significant tourist potential. This is to be achieved through an improved integrated public infrastructure, respecting the environment and preserving the cultural and historical heritage. The project components include:

The duration and summary scope of the contract: The construction period is 6 months. The works consists in the rehabilitation of road connection to Puke Hospital. The project foresees the construction of drainage and footpaths. The project also takes into account the construction of lighting, greening and vertical and horizontal sign. The project foresees the plastering and painting of the existing old building facades including thermic insulation and in the same time preserving their architectural characteristics. Also new roofs will be constructed in accordance with the old methodology. Also, the project foresees the systematization and Lake protection works. Required works are mainly earth works and landscaping, site systematization, the construction of a lake protection through concrete works and paving works. The Site is located at Puka municipality. Bidding will be conducted through open tender procedures based on the CEB’s Guidelines for Procurement of Supplies, Works and Services, September 2011 and is open to Bidders from any country, in accordance with the provisions on eligibility in the CEB’s Guidelines for Procurement of Supplies, Works and Services, September 2011. |
