Project Title The Reconstruction Programme
Description of the Project The Reconstruction Programme is a Program of the Albanian Government, initiated after the November 26th 2019 earthquake. The programme envisions new constructions and reconstruction of urban facilities following an estimation of the damage caused by the earthquake.
In co-operation with its partners, the Albanian Government organized a Donors' Conference on 17 February 2020 in Brussels, amounting to 1.15 billion Euros pledged to be contributed in the form of donations, assistance, grants, and soft loans. These funds and others guaranteed through public debt will be used for the Reconstruction Programme. The Reconstruction Programme is designed to be implemented through the Development of New Areas for Mandatory Development; Construction in Urban Infrastructure; Purchase of Available Residential Buildings in Stock; and Grants for Reconstruction and Social Recovery.
A significant part of procurements and contracting for the Reconstruction will be made by the Albanian Development Fund and Tirana Municipality procurement authorities.

Kjo Kontratë është Lidhur si pjesë e procedurës së Shpallur në Sistemin Elektronik te APP-se në datën 28-04-2020 Titull “ Ndërtimi dhe rikonstruksioni i infrastrukturës publike në zonat e reja të shpallura për zhvillim të detyruar (Programi i Rindertimit) . , me referencë REF-56901-04-27-2020 , Autoritet Prokurues Fondi Shqiptar i Zhvillimit, zhvilluar me Procedure te kufizuar, mbi kufirin e lartë monetar.
- Në fazën e parë është bërë përzgjedhje e operatorëve ekonomik të suksesshme që kanë shprehur zyrtarisht interes për pjesëmarrje. Nga kjo fazë janë përzgjedhur 24 operatorë.
- Në fazën e dytë secili operator është ftuar të sjellë ofertë për njërën nga kontratat në bazë të marrëveshjes kuadër.

Për Minikonkursin 10 kanë sjellë ofertë zyrtare 22 operatorë. Këtë Kontratë në bazë të marrëveshjes kuadër e ka fituar Operatori Ekonomike Vellezrit Hysa
- Fondi i Minikonkursit është 461,160,740 Leke Pa TVSH.
- Oferta fituese është 257,520,879 Leke Pa TVSH.
- Eficensa Buxhetore në tenderim është 44.15 % (Diferenca Fond limit me oferte fituese shprehur ne perqindje).

    4. OE “G.P.G Company” sh.p.k, nuk i është përgjigjur dy herë radhazi ftesës së autoritetit kontraktor gjatë rihapjes së konkurrimit, referuar nenit 47/2 të VKM nr. 914/2014, ky operator nuk është më palë e marrëveshjes kuadër. Ne keto kushte, oferta e dorezuar nuk merret ne vleresim.
